		<content:encoded><![CDATA[<P>We caught up with Jeff Colner of Armor Shield Tank Lining & Repair, a national network of specially trained tank repair, lining and coating professionals.  The network, around since the late 1960's, has lined thousands of fuel, water and chemical storage tanks for such companies as ExxonMobil, Chevron, Shell and Texaco as well as hundreds of municipalities, water districts and private companies.  Jeff had been a good source of information in the past for such topics as compatibility of new gasoline blends with older tanks, and the plight of aged fuel oil storage tanks located under big buildings in our cities.  When we spoke with him he had just returned from visiting a site in the southwest where one of Armor Shield's crews were lining the bottom of three large aboveground tanks used to store fuel oil for a power plant. The first question he was asked was "Why do fuel oil and gasoline storage tanks corrode mostly on the bottom?"His initial answer was quick and to the point, "Because that's where the water is". </P><P>  Then he quickly added, "And in many cases, also the sludge where water and bugs get together to wreak havoc on the steel."  When we asked him to elaborate, he continued, "I don't want to over simplify the dynamics of what goes on inside a steel petroleum storage tank, but one of the basic enemies of the steel materials used to construct atmospheric storage tanks (aboveground) and underground storage tanks is water.   When water gets into a petroleum tank it eventually sinks to the bottom because it's heavier than the stored product, and it stays there until it's either purposely removed or gobbled up by some additive like isopropyl alcohol, pumped out with the petroleum product as it is dispensed or transferred, or leaked out through a corrosion permeation."We asked him to go back to the "bugs", and he said, "Over the last decade or so the phenomenon of MIC, or microbially influenced corrosion has entered the limelight for popular reasons why steel tanks corrode and leak.  These bacterium mix in with water at tank bottoms and create sludge, acids and a whole bunch of nasty stuff that leads to corrosion. These critters actual feed on the hydrocarbons in the fuel product.  When we enter a steel petroleum storage tank, we often can see a built up area of sludge at the bottom. </P><P> In many cases, after the tank is cleaned and the sludge is removed, we can see a defined area of corrosion exactly where the sludge had been.  You don't have to be a rocket scientist to know something's happening there."We were curious about how water and bugs would get into the tanks to begin with.  Jeff told us, "Water may be delivered mixed with product coming into the tank, it also may be leaked in through piping attached to the tank, or dripped through a poorly sealed fill cap. The bugs can get in hitching a ride in water, fuel product or they come in airborne through vents.  Anyway they get there, once they make themselves at home with the water and hydrocarbons, they can double in number every twenty minutes."We next asked why, after so many decades of gasoline and oil storage in steel tanks, is  MIC suddenly a problem. </P><P> "Well, MIC was first identified in 1891, over 100 years ago, so it's been around for a long time.  I believe that changes in the formulation of fuel products and even economic factors have contributed to it's current rise", he answered, and continued, "When they removed lead from gasoline products years back, to help clean the air, these microbes were given a free ride because the lead in the gas had been a natural biocide. For years the lead had helped keep the microbes in check.  Then the addition of oxygenates to help keep the air clean was also a source of food for them.  This coupled with the reduction of aromatics, another bug inhibitor, from both gasoline and diesel fuels, gave them another leg up."When we asked what were the economic factors he had referred to, he responded, "When environmental regulations tightened up, it hit storage tank owners in the wallet in many ways. </P><P> One of which was that the fuel oil or gasoline distributor or gas station owner could no longer just pump the water out from the bottom of their tanks and dump it.  The water coming out of the tanks was now "hazardous waste" and it cost serious money to be manifested and transported away for proper disposal.  This led to water being left to accumulate for longer periods on the tank bottoms"."As I said earlier", Jeff added, "I don't want to over simplify the problems found in these steel tanks, because there are many other influences that can cause corrosion problems. Some of these are electrolysis from dissimilar metals used in a tanks construction, welding materials used to build some tanks, backfill materials the tanks are sitting in or on, as well as stray currents and other close steel structures causing cathodic and anodic influences on a tanks exterior shell or soil side".  It was near the end of the interview and we wanted Jeff to tell us what the answer was to fixing the problem that now existed in tanks. </P><P> He commented, "Well, we can treat fuel tanks with special biocides that kill the existing organisms, but the existing internal corrosion and corrosion pitting should be dealt with by having bottom lining systems applied, In cases where there is critical steel loss, tank bottom laminated lining systems can be used for additional floor strength.  Both will help protect the tanks steel from further corrosion". We ended by asking if the biocides he referred to would stop the corrosion that had begun as well as do in the microbes.  He thought for a moment and said, "That would be some biocide.  But no, if the corrosion cycle has begun, it's going to continue on its own until stopped by direct intervention." They no longer have to hide out, or spend the extra time dealing with body hair issues before venturing out into a world of revealing summer clothing. Who are these poor souls? Well, actually it could be almost any of us. Summer is the time when we all focus more on body hair, some to a greater degree than others. </P><P>So what about fall and winter? Most of us relax a little bit, and save the bigger jobs, like legs and bikini lines, or for men their backs and/or chest, for that special date that might lead to something more, or perhaps the winter vacation to a warmer place. But listen up, winter is not the time to forget about hair removal. Rather it's the perfect time to plan ahead for the next summer season.Winter and fall is a good time to consider permanent, electrolysis, and semi permanent, laser, hair removal methods. Both methods require a little time. Sessions are usually spaced a few weeks apart, and how many sessions you'll need depend on what area of the body and how much hair is to be treated. </P><P>You also need to keep the treated area out of the sun between sessions, and right after treatment is completed, what better time to this than winter.If you're thinking about waxing, or using rotary epilators, fall and winter is also a good time to start. I do recall a demonstration in which the teacher hooked a large one and a half volt battery to a glass and wire electrolyzer that transformed water into separated hydrogen and oxygen. I would later learn that commercial hydrogen and oxygen producers also used this method in an inefficient manner that requires more energy than the fuel produced can generate through combustion.In the late eighties I would learn that a boy genius in California learned to make hydrogen from water efficiently with a twelve volt battery and standard auto electrical system, during the 1970s. Around 1990, my machinist neighbor built a hydrogen generator that did not work due to defects in the plans the boy genius had drawn up in prison when he was no longer a boy.My neighbor was not interested in correcting the defect when it was discovered and I was only a bit disappointed. My father was a hobby style inventor and he gave me a good idea for a cheaper and much more effective 12 volt hydrogen generator. </P><P>I never got around to building it and decided there was no point in separating the oxygen and the hydrogen after splitting the water.Because the hydrogen and oxygen have opposite electrical charges, they readily recombine as a compound I call hydrox. I often wonder why greenhouse gasses are so readily blamed for global warming, while billions of super space heaters are seldom accused of much contribution. Fuel cells would be a fine solution to all this combustion heat. </P><P>How many volcanoes would we need to equal the heat of transportation every day? Are we not burning up the planet one day at a time especially for the sake of corporate profit? Why do we so willingly play the game of don't blame me, I just do as I'm told?When water is our fuel, the environment does not suffer crisis when a spill occurs on a highway, an ocean or a storage container ruptures. When water is our fuel, old ships can run aground, break up in a storm and not destroy hundreds of miles of coastline and wildlife environment. When water is our fuel, cars do not burst into flame during rear end collisions. The great betrayers of humanity have known what I am saying for more than a hundred years, and don't want us to have water power. Is it not time for some changes? Shall we choke ourselves and our children for corporate profits? What is our reward?Hydrogen and hydrox are both gaseous fast burn fuels, just as vaporized alcohol, gasoline and diesel; except even faster burning with much greater power potential, also producing the usual oxides of nitrogen, unless in fact such oxides mostly form in slow burn engines due to the long burn time. </P><P>In this case we can expect greatly reduced oxides of nitrogen with water fuel, as well. When we make water fuel at home we can operate stoves and heaters and combustion or fuel cell electric generators and make electricity for a few pennies per kilowatt. Do you imagine the electric utilities will be happy they do not need to purchase more generating capacity? Will they want us to supply them at wholesale prices? Could developing countries adopt water power and internet connections to vault ahead to the 21st Century? Is clean, cheap power a huge threat to all the traditional power? Of course it is. That is why the science savior has not provided us with this miracle of the 19th Century. How does it feel to be one or two centuries behind existing technology? Is it not shameful and embarrassing? Hydrogen production is near the theoretical maximum at approximately 66% in the product gas stream with a 98.2% mol conversion of the feed methane. The estimated maximum hydrogen production with the unit is approximately 3,500 kg per year with minor modifications to the operating pressure and reactor configuration and an increase in the solar mirror area.The next stage of development is anticipated to be a commercial-scale demonstration at a landfill gas site using 40,000 kg per year hydrogen production modules. This one project (a small-to-medium sized landfill gas project) will prevent more than 1.6 million tons of carbon dioxide equivalent (CO2e) from entering the atmosphere over the next twenty years and will significantly improve local air quality and reduce smog.  This one plant would consist of 30 modules for a total annual production of 1.2 million kg of hydrogen per year. </P><P>(550 million cubic feet).SHEC-Labs is currently in the process of capitalizing to deploy its first commercial scale plant.  Once this plant is operational, we will be able to copy it a hundred or a thousand times or more.The next generation of solar hydrogen involves direct water splitting with only water as the primary feed component. According to SHEC scientists, six of the ten steps needed for this process are already integrated into the current system.About hydrogen production.More than 95% of hydrogen produced today is by the Steam Methane Reformation (SMR) of fossil fuels such as oil, coal, and natural gas, a process that liberates massive amounts of carbon dioxide and other pollutants to the atmosphere. The SMR process provides a net energy loss of 30 to 35% when converting methane into hydrogen since a great deal of fossil energy or electrical power is required to operate the process. Hydrogen is also produced by electrolysis, a process that uses electricity to convert water into hydrogen and oxygen. </P><P>Although electrolysis itself can be quite efficient in converting electricity into hydrogen, the electricity used for electrolysis is often primarily generated from fossil fuels. Therefore, traditional hydrogen production methods result in a net increase in air pollution and are highly inefficient from an energy conversion perspective.Solar hydrogen production provides a net energy gain when converting methane into hydrogen since the energy used to drive the process is from the sun. Since SMR is not typically cost-effective at small to moderate production levels, SHEC's technology is particularly attractive for smaller and distributed hydrogen production. The environmental benefits of generating hydrogen using renewable energy include significant greenhouse gas reductions, and the reduction of smog precursors, acid gases, and mercury as a result of reduced local need for oil, coal, and natural gas.To add even greater value, the process has the ability to use a renewable source of methane and carbon dioxide, such as biogas from municipal wastewater plants and landfill gas.
